It is worth mentioning that not all cameras and DVRs are the same. You must look at the specifications and not just the price. There are many things to consider when choosing a system for your home or business. When considering a DVR, you must look at the recording frame rate (ips, pps, fps), the recording resolution (CIF, 2CIF, Half D1 or Field, 4CIF,D1 or Frame, and MP), the feature set (schedule recording, motion recording, etc), and other various features. When looking at cameras you must determine if you need IR(night vision), a varifocal lens or fixed lens, high-resolution or low-resolution, dome, bullet, or box camera, and other camera characteristics.

The most important questions that needs to be answered are what are you trying to record and how much detail do you need. With the availability of IP or Megapixel cameras, it is possible to acheieve HD clarity and above. MP cameras currently need more light than SD CCTV cameras for night time viewing. 

30fps is considered real-time. Many DVRs claim real-time recording but it is at the poorest resolution, CIF. CIF might be OK for overview but once enlarged, you can see the lack of detail that comes with using CIF. When you see real-time recording advertised, look at the price, then look at the close details to see what resolution is recording in real-time. Most DVRs record 7.5fps-15fps per camera at D1 resolution. 15fps is close to real-time and is fine for most applications needing 15fps. 7.5fps at D1 is what is a recommended starting point as it catches almost all necessary detail.
